Swachh Vayu Diwas 2026 brings the fifth clean air survey awards, the Defence Acquisition Council clears proposals worth about Rs 1.10 lakh crore, and the Election Commission announces bye-elections to six constituencies.
5th Swachh Vayu Sarvekshan awards conferred on Swachh Vayu Diwas 2026
The Union Ministry of Environment, Forest and Climate Change observed Swachh Vayu Diwas on 7 September 2026, the International Day of Clean Air for Blue Skies, and conferred the 5th Swachh Vayu Sarvekshan awards on the best performing cities and wards under the National Clean Air Programme. All 130 NCAP cities were ranked in three population groups, below 3 lakh, 3 to 10 lakh, and above 10 lakh, through self assessment, approval by a State level monitoring committee, evaluation by the Central Pollution Control Board and field verification by independent committees. NCAP covers 130 cities across 24 States and Union Territories and has provided a performance linked grant of Rs 16,425 crore as critical gap funding, and measured against 2017-18 levels, 108 of the 130 cities improved on PM10 in 2025-26, 72 cut concentrations by more than 20 percent, 26 by more than 40 percent and 14 met the National Ambient Air Quality Standards. The event was presided over by National Green Tribunal chairperson Justice Prakash Shrivastava, and a Compendium of Best Management Practices under NCAP was released.
Defence Acquisition Council clears proposals worth about Rs 1.10 lakh crore
The Defence Acquisition Council, chaired by Defence Minister Rajnath Singh, accorded Acceptance of Necessity on 7 September 2026 to acquisition proposals for the armed forces at an estimated cost of about Rs 1,10,000 crore. Acceptance of Necessity is in principle administrative approval, the first formal stage of a capital acquisition rather than a contract. For the Army the approvals cover Chemical Biological Radiological and Nuclear reconnaissance vehicles, high mobility vehicles, self propelled mechanical mine layers, Advanced Light Helicopters, trawl tanks and the Sarvatra bridge system, while the Navy received clearance for Arudhra radars and for the design, development and later procurement of marine gas turbines, and the Air Force for a ground based multi purpose jammer and a Defence Forces Secure Access Card system. About 98 percent of the procurements cleared are to be made from Indian industry.
28th meeting of the Western Zonal Council held in Panaji
Union Home Minister Amit Shah chaired the 28th meeting of the Western Zonal Council in Panaji on 7 September 2026, attended by Goa Chief Minister Pramod Sawant, Gujarat Chief Minister Bhupendra Patel, Maharashtra Chief Minister Devendra Fadnavis and the Administrator of Dadra and Nagar Haveli and Daman and Diu, Praful K Patel, who together make up the Council's membership. He said 25 meetings of the Zonal Councils and their standing committees were held between 2004 and 2014 against 71 since 2014, and that of 1,893 issues taken up in them, 1,445 have been resolved, with the Inter State Council Secretariat playing an active role. Shah said the Councils have become an instrument for monitoring the implementation of public welfare schemes rather than for dispute resolution. The agenda included Fast Track Special Courts, the Emergency Response Support System, food safety standards, the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, rural banking access, railway projects and environmental clearances.
Election Commission announces bye-elections to five Assembly seats and one Lok Sabha seat
The Election Commission of India announced on 7 September 2026 the schedule for bye-elections to five Assembly constituencies and one parliamentary constituency, with polling on 6 October and counting on 9 October 2026. The seats are Madurantakam and Dharapuram, both reserved for Scheduled Castes, in Tamil Nadu, Thattanchavady in Puducherry, Rejinagar and Nandigram in West Bengal, and the Nagaon Lok Sabha seat in Assam, and every vacancy has arisen from a resignation. The gazette notification is to be issued on 9 September, with nominations closing on 16 September and withdrawal on 19 September, and the Model Code of Conduct comes into force immediately in the districts concerned. The Commission noted that the amendment of Section 14 of the Representation of the People Act, 1950 by the Election Laws (Amendment) Act, 2021 provides four qualifying dates a year for enrolment as a voter, and that electronic voting machines with VVPATs will be used at all polling stations.
Indian led team shows a well timed flip can delay or avoid entanglement sudden death
Scientists have shown that applying a single well timed flip operation can delay, and in some cases entirely prevent, the abrupt loss of quantum entanglement known as entanglement sudden death, without any change to the hardware. Entanglement links the state of one particle to another and is a core resource in quantum systems, but it decays as particles interact with their environment, and it can vanish at a finite time well before that decay is complete. The team, from the Raman Research Institute in Bengaluru, an autonomous institution of the Department of Science and Technology, with the University of Calgary and Louisiana State University, mimicked a two level system using the polarisation of light and used a waveplate to swap the populations of the excited and ground states, finding that the moment the operation is applied determines whether the loss is hastened, delayed or avoided. The work was partly funded by the Department of Science and Technology's National Quantum Mission and was published in the American Physical Society journal Physical Review A in July.
Luxembourg proposes concrete space and emerging technology collaboration with India
Lex Delles, Luxembourg's Minister of the Economy, SME, Energy and Tourism, called on Union Minister of State Jitendra Singh on 7 September 2026 and proposed identifying concrete areas of collaboration, primarily in space and also in artificial intelligence, quantum technologies, advanced materials and life sciences. India and Luxembourg already have a memorandum of understanding on the exploration and use of outer space for peaceful purposes signed in February 2022, and the partnership has a commercial dimension that includes transponder leasing and the launch of two Luxembourg satellites on commercial terms aboard the PSLV. IN-SPACe and the Luxembourg Space Agency have been working to connect the two countries' space ecosystems, with Earth observation imagery, communication transponders, launch services and ground stations identified as areas of interest. Jitendra Singh set out India's longer term goals of an Indian space station by 2035 and a human landing on the Moon by 2040, and both sides discussed a proposed State Visit from Luxembourg in January 2027.
Environment Ministry holds first large scale clean air dialogue with mayors of 63 NCR cities
Union Environment Minister Bhupender Yadav on 7 September 2026 urged mayors and urban local body representatives from 63 National Capital Region cities to lead the clean air effort at the grassroots, in what the Ministry described as its first engagement of this scale with elected representatives of local bodies on air pollution. He said urban local bodies are the first responders on air quality, and pressed for effective implementation of the Solid Waste Management Rules, 2026 and the Construction and Demolition Waste Management Rules, 2025, along with greening measures such as planting drought resistant grass species along roads to contain dust. Yadav said more than 25 review meetings have been held at the Union level with NCR municipal bodies and State governments, and that the Commission for Air Quality Management would extend technical support including its repository and action plans. The meeting closed with a Clean Air Pledge administered to the assembled representatives.
DGFT opens an API route for Certificates of Origin on the Trade Connect platform
The Directorate General of Foreign Trade introduced an open application programming interface for the issuance and verification of Certificates of Origin on the Trade Connect e-Platform, notified through Trade Notice No. 25/2026-27 dated 7 September 2026. The facility lets exporters connect their own enterprise resource planning or accounting software directly to the DGFT system instead of re-entering the same details on the portal, and three interfaces have been provided, for authentication, for filing and receiving certificates, and for verifying issued certificates. It supports both preferential certificates, issued under free trade, regional and preferential trade agreements so that exporters can claim tariff concessions in the importing country, and non-preferential certificates, which serve customs clearance, compliance and trade remedy purposes without conferring any tariff benefit. The system applies the origin criteria and validation rules of the specific agreement chosen, covering arrangements such as SAFTA, the ASEAN India free trade agreement and the India UAE and India UK agreements.
