Medium · Lapsing of Bills: Prorogation vs Dissolution

Consider the following statements regarding the lapsing of Bills in Parliament:

1. A Bill pending in the Lok Sabha lapses the moment the Lok Sabha is merely prorogued while the Bill is still under consideration.

2. A Bill that originated in the Rajya Sabha and is still pending there, without having been passed by the Lok Sabha, does not lapse merely because the Lok Sabha is dissolved.
