India has digital payment agents (kiosk operators), who help bring people in the hinterland into the digital-payments fold. For them to succeed, payment companies cannot crimp on commissions. They also cannot afford to ignore investing in digital literacy. Payment agents are way too small to be viewed as a systemic risk. Yet India's payments regulator has restricted them to serving only one payment company, perhaps to prevent arbitrage.
