In Part III of the Constitution, which guarantees certain fundamental rights, Article 19 proclaims that all citizens have the right to freedom of speech and expression. What people often fail to notice is that this right is itself made subject to reasonable restrictions in the interests of matters such as public order, decency, morality, and the sovereignty and integrity of India. These restrictions place the right to free speech within a framework shaped by other public interests recognised elsewhere in the Constitution.
