Wealthier nations that industrialised early built much of their prosperity on cheap, high-emission energy, and their per-person historical contribution to the carbon already accumulated in the atmosphere remains far higher than that of nations industrialising now. Those still-developing nations face steeper, costlier clean-energy prices than the wealthier nations did on the way up, and many lack the capital markets to finance a rapid switch on their own. If early-industrialising nations underwrite cheaper finance and technology transfer for the rest, the argument goes, the world reaches a low-carbon economy faster than if each nation is left to finance its own transition alone.
