A river basin that receives 70% of its annual rainfall in a single 100-day monsoon window, and almost none for the remaining 265 days, faces a scheduling problem as much as a scarcity problem: the water that falls is, in raw annual terms, often enough for the basin's needs, but arrives so unevenly that floods and shortages can occur within the same year. Large dams captured and released this water on a schedule for decades, but silt accumulation has steadily shrunk their effective storage, and building new large dams faces both financing and land-acquisition constraints that have only grown more binding over time.
