Read the following passage and answer the item that follows. Your answer to this item should be based on the passage only.

City governments in India are beginning to raise money directly from investors rather than waiting on transfers from the State. Whether a city can do so depends less on its size than on whether its accounts can be read. Investors will lend against a stream of property tax or user charges only where the accounts are audited on time, where the liabilities are stated rather than carried off the books, and where last year's figures can be compared with this year's. The cities that have managed to borrow this way are not the richest ones. They are the ones whose numbers can be checked.
