Read the following passage and answer the item that follows. Your answer to this item should be based on the passage only.
Almost all of India's discarded electronics are collected and taken apart by informal workers, who reach households and small offices that no formal system does. What they recover is the metal that can be sold quickly, and the methods used to get it, open burning of cable, acid baths for boards, harm both the worker and the ground around the yard. Authorised recyclers exist and are capable of far higher recovery with none of that damage, but they run well below capacity, because the material never reaches them. The collectors are not the obstacle. They are the only part of the chain that works, and they are the part the formal system has never found a way to buy from.
Based on the above passage, the following assumptions have been made:
1. Collection and dismantling of discarded electronics should be handled entirely by government agencies.
2. Authorised recyclers are running below capacity because their technology is not suited to Indian conditions.
