Consider the following statements regarding the power of High Courts to issue writs under Article 226 of the Constitution of India:

1. A High Court may issue writs not only for the enforcement of the rights conferred by Part III but also for any other purpose.

2. A High Court may issue a writ to a Government or authority whose seat is outside its territorial jurisdiction, if the cause of action arises, wholly or in part, within that jurisdiction.

3. Like Article 32(1) for the Supreme Court, Article 226 declares the right to move the High Court for the enforcement of Part III rights to be guaranteed.
