Consider the following statements regarding the composition of a Municipality under Article 243R of the Constitution of India:
1. The Legislature of a State may, by law, provide for the representation in a Municipality of the members of the House of the People and of the Legislative Assembly whose constituencies comprise wholly or partly the Municipal area.
2. Persons having special knowledge or experience in Municipal administration, where represented under State law, have the right to vote in the meetings of the Municipality.
3. The Constitution itself requires the Chairperson of a Municipality to be directly elected by the voters of the Municipal area.
