Consider the following statements regarding Article 74(1) of the Constitution of India:
1. It provides for a Council of Ministers with the Prime Minister at the head to aid and advise the President.
2. The words making the President's compliance with that advice binding were substituted by the Forty-second Amendment.
3. The proviso allowing the President to require the Council to reconsider its advice was inserted by the Forty-fourth Amendment.
4. Where the President requires reconsideration, the President may decline to act on the advice tendered after that reconsideration.
