Indian Forest Types, Flora and Red Sanders
Champion and Seth's forest classification, teak and sandalwood's real economics, and why red sanders, a Pterocarpus, is not true sandalwood at all.
A question on this chapter is as likely to test a forest-type code as a species name: which rainfall band produces "tropical dry deciduous" forest, what a Champion and Seth notation like 3B/C1a actually decodes to, or which single cluster of Andhra Pradesh hills red sanders is endemic to. The sharpest recurring trap, though, is a naming one: "red sanders" sounds like a variety of sandalwood, and UPSC has built statements around exactly that confusion. It is a different genus, a different family, and a different economic story altogether, which is the kind of precision this chapter rewards over general familiarity with tree names.
India's forest types: Champion and Seth's classification
Forester Harry Champion first surveyed India's forest types in 1935 ("A Preliminary Survey of the Forest Types of India and Burma"), and S.K. Seth revised it in 1968 into "A Revised Survey of the Forest Types of India." This revised scheme, Champion and Seth's classification, is still the one the Forest Survey of India uses. It sorts India's forests primarily by two factors, rainfall and altitude, into six major groups and sixteen forest type groups, each further split into subgroups, types and subtypes.
The six major groups run, broadly, from wettest and lowest to driest and highest: Moist Tropical Forests (Groups 1 to 4), Dry Tropical Forests (Groups 5 to 7), Montane Subtropical Forests (Groups 8 to 10), Montane Temperate Forests (Groups 11 to 13), Sub-Alpine Forests (Group 14), and Alpine Scrub (Groups 15 and 16).
Within the tropical forests, rainfall alone does most of the sorting. Tropical wet evergreen forest (Group 1) needs very heavy rainfall and occurs on the Western Ghats' windward slopes, the Andaman Islands and parts of the Northeast. Tropical semi-evergreen forest (Group 2) is the heavy-rainfall transition zone between wet evergreen and moist deciduous. Tropical moist deciduous forest (Group 3), under moderate rainfall (roughly 100 to 200 cm), covers the largest teak- and sal-bearing tracts of central and eastern India; teak's own subtypes here run from "very moist teak forest" to "slightly moist teak forest," coded 3B/C1a through 3B/C1c. Littoral and swamp forest (Group 4) covers permanently inundated or waterlogged ground, and this is where mangroves sit in the classification; West Bengal alone (essentially the Sundarbans) carries over 2,100 sq km of India's roughly 4,992 sq km mangrove cover, by far the largest state share. Tropical dry deciduous forest (Group 5), under light rainfall (70 to 100 cm), is where "dry teak forest" (5A/C1a, 5A/C1b) and most of central India's forest belt fall. Tropical thorn forest (Group 6) needs only scanty rainfall and covers the semi-arid stretches of Rajasthan, Gujarat and western Madhya Pradesh with xerophytic scrub. Tropical dry evergreen forest (Group 7) is the odd one out, moderate but fairly well-distributed rainfall (thanks to the northeast monsoon) keeps Tamil Nadu's southeast coast forests evergreen despite a low annual total.
Above roughly 1,000 m, the classification switches from rainfall-only to rainfall-plus-altitude. Montane subtropical forests (Groups 8 to 10), occurring from about 1,000 m up to 1,700 m in the tropical region and up to about 2,000 m in the subtropical region, include broadleaved hill forests scattered across the Western Ghats, Eastern Ghats, Aravallis, Vindhyas and Satpuras (this is where the Western Ghats' Shola-grassland belt sits, whose endemism is covered separately), Chir pine (Pinus roxburghii) forests along the lower Himalaya, and dry evergreen scrub restricted to the western Himalayan foothills. Montane temperate forests (Groups 11 to 13) run from wet-temperate Shola forests in the Nilgiri-Anamalai-Palni hills and oak-dominated forests of the Northeast, through the Himalayan moist temperate belt (1,500 to 3,300 m, Deodar, blue pine, spruce, fir), to the drier inner-Himalayan belt where precipitation arrives mainly as winter snow. Above the tree line, sub- alpine forest (Group 14, roughly 2,900 to 3,500 m) gives way above about 3,600 m to moist and dry alpine scrub (Groups 15 and 16), rhododendron, birch and the flowering meadows of places like Uttarakhand's Valley of Flowers.
The notation itself is a tested detail: a forest type is written as (Group)(Subgroup)/(Type), so "West coast tropical evergreen forest" is 1A/C4 and "very moist teak forest" is 3B/C1a. UPSC does not expect the code memorised, but it does expect the logic, that the classification is driven by climate and elevation, not by state boundaries or by which species happens to dominate.
Economically important plant species
Teak (Tectona grandis) is peninsular India's signature timber species, naturally occurring across the moist and dry deciduous forests of central India and the Western Ghats. Its heartwood is dense, naturally termite- and weather-resistant, and has been used for shipbuilding, furniture and construction for centuries. Nilambur, in Kerala's Malappuram district, holds Conolly's Plot, planted in 1846 under Malabar collector H.V. Conolly with forester Chathu Menon, generally regarded as the world's oldest teak plantation. Nilambur teak became the first forest produce in India to receive a Geographical Indication tag, in 2018, registered by Kerala Agricultural University together with the Nilambur Teak Heritage Society, the Kerala Forest Research Institute and the state forest department, a fact UPSC has used to test whether a GI tag is understood correctly (it certifies geographic origin and quality, not conservation status).
Sandalwood (Santalum album) is a different kind of economic story: its value sits almost entirely in the fragrant oil of a mature tree's heartwood, used in attar, perfumes, cosmetics, soaps, and medicinal and areca-nut products, which is why it ranks among the world's costliest timbers. Over 90% of India's roughly 8,300 sq km of sandalwood-bearing area lies in Karnataka and Tamil Nadu. Because unregulated felling once pushed it toward scarcity, India has long banned export of raw sandalwood timber (handicraft pieces up to 50 g are the exception), and Karnataka, Tamil Nadu, Kerala and Andhra Pradesh have since amended their forest laws to give landowners ownership of sandalwood grown on private land, an attempt to make legal cultivation more attractive than illegal felling.
A third species worth knowing by name is Indian rosewood (Dalbergia latifolia), valued for premium furniture, cabinetry and musical instrument bodies; it has carried an IUCN Vulnerable rating since 2018 and sits on CITES Appendix II, so international trade requires permits even though it is not as acutely threatened as red sanders.
Bamboo rounds out the list, more a grass than a tree botanically but treated as a major forest economic resource in every official count. The 2021 India State of Forest Report put the country's total bamboo stock at roughly 402 million tonnes of estimated green weight, an increase of about 124 million tonnes over the previous 2019 assessment, with the total number of bamboo culms up by nearly 13,882 million in the same period, numbers that reflect both natural regeneration and its growing use in paper, construction scaffolding, handicrafts and, increasingly, engineered bamboo products.
Red sanders: an endemic, endangered timber species
Red sanders (Pterocarpus santalinus), despite the name, is not a sandalwood at all: sandalwood belongs to genus Santalum in family Santalaceae, while red sanders belongs to genus Pterocarpus in family Fabaceae, the pea family. The two share only a superficial resemblance, reddish, valuable heartwood, and UPSC has traded on exactly this resemblance in past statement questions.
Red sanders is endemic to a narrow tract of the Eastern Ghats in Andhra Pradesh's Rayalaseema region, the Seshachalam, Veligonda, Lankamala and Palakonda hill ranges, spanning parts of Chittoor, Kadapa, Kurnool/Nandyal, Nellore and Prakasam districts. It grows slowly: a pole-size tree of about 30 cm girth takes 50 to 60 years to reach the 70 cm girth considered harvestable, and roughly 10 to 12 years just to move between successive 10 cm girth classes. That slow growth, combined with heavy demand in China, Japan, Hong Kong, Singapore and Myanmar for furniture, dyes, musical instruments and traditional medicine, is what has driven persistent illegal felling; a tonne can fetch anywhere from about Rs 50 lakh to Rs 1 crore on the international market. The IUCN briefly reclassified it from Endangered to Near Threatened in 2018, only for a fresh 2021 assessment to move it back to Endangered, citing a population decline of 50 to 80% over three generations and noting that harvestable-size trees now make up less than 5% of what remains in the wild. It is listed on CITES Appendix II, and Andhra Pradesh runs a dedicated Red Sanders Anti-Smuggling Task Force to counter the trade. Most of the timber has a normal, straight grain, but a rare "wavy grain" variant fetches noticeably higher prices abroad, which is one reason a normal-looking consignment can still conceal high-value smuggled wood. In 2019, the Directorate General of Foreign Trade revised its export policy to permit export of red sander timber sourced from cultivated (not wild) land, a narrow legal channel that sits alongside the continuing ban on trade in wild-harvested wood.
Red sanders is not the only Indian flora making news for reasons beyond classification. The Botanical Survey of India publishes an annual "Plant Discoveries" report, and its 2024 edition recorded, among other finds, two orchid species new to science, Phalaenopsis quadridentata and Gastrodia indica. A separate 2024 find from Arunachal Pradesh's Mandala region, Petrocosmea arunachalense, identified by BSI's Arunachal Pradesh Regional Centre, was only the second known Indian species of its genus. These reports also cover new fungi finds each year, though fungal classification itself (the four fungal classes) is covered separately; what UPSC tests here is simply staying current on named, dated discoveries rather than treating "new species" as a closed list.
Why this is tested
This chapter rewards catching examiners mid-swap between two things that sound alike but are not. Red sanders is the clearest case: its name invites confusion with true sandalwood, but the two differ in genus, family, and even in what makes them valuable (a Pterocarpus prized for its solid, coloured heartwood versus a Santalum prized for its oil). A second trap sits inside the forest classification itself, assuming Champion and Seth sorted forests by state or by the dominant species, when the system is actually built on rainfall and altitude, so the same forest type can recur in unconnected parts of the country. A third: treating a Geographical Indication tag, IUCN Red List category and CITES Appendix listing as interchangeable badges of "protected," when each answers a completely different question, origin and quality, extinction risk, and international trade regulation respectively. Read each fact against the specific framework it belongs to, not against a general impression of "important tree."
