Sustainable Development, SDGs and Green Roads

The Brundtland definition, the 17 SDGs and NITI Aayog's role, and green PMGSY road technologies, the exact facts these three angles are tested on.

A recurring trap on this chapter is treating "sustainable development" as a vague catch-all rather than a term with a precise, citable origin. A question can ask you to identify the Brundtland definition word for word, or to place the SDGs correctly against the Millennium Development Goals they succeeded, or to name the Indian body that actually tracks SDG progress rather than just assuming it is the Ministry of Environment. Each of these has one exact, verifiable answer.

The SDGs (2015) trace conceptually to the idea of sustainable development that Rio popularised, but this note is about the concept itself, the SDGs, and green infrastructure, not Rio's specific 1992 documents.

The Brundtland definition

The term "sustainable development" gets its standard, most-quoted definition from the Brundtland Commission, formally the World Commission on Environment and Development (WCED), an independent body set up by the UN General Assembly in 1983 and chaired by Gro Harlem Brundtland, then a former (and future) Prime Minister of Norway. The UN Secretary-General had asked the Commission to formulate a "global agenda for change," a brief broad enough that its 1987 report ended up addressing population, food security, species loss, energy, industry and urbanisation as a single interconnected set of challenges rather than separate environmental and developmental problems.

The Commission's 1987 report, "Our Common Future," defined sustainable development as:

"Development that meets the needs of the present without compromising the ability of future generations to meet their own needs."

This single sentence is the most exam-tested line in the entire sustainability syllabus. Note its structure carefully: it balances two things against each other, the needs of the present generation and the ability of future generations to meet their own needs, rather than simply telling the present to consume less. The report itself frames this as requiring at least two further ideas within it, the concept of "needs," in particular the essential needs of the world's poor, to which overriding priority should be given, and the idea of limitations imposed by the state of technology and social organisation on the environment's ability to meet present and future needs. A question that quotes only half the definition, or swaps "compromising" for a stronger word like "harming" or "destroying," is testing whether you know the precise wording rather than just the gist.

"Our Common Future" is also the report that gave the concept international weight in the run-up to the 1992 Rio Earth Summit: it argued that environment and development could not be treated as separate crises, and its framing directly shaped the sustainable development language that Rio's Agenda 21 and the Rio Declaration then built on five years later.

The Sustainable Development Goals

The Sustainable Development Goals (SDGs) are a set of 17 goals with 169 targets, adopted by all UN member states at the UN Sustainable Development Summit in New York, held 25 to 27 September 2015, through the outcome document titled "Transforming our World: the 2030 Agenda for Sustainable Development." The Agenda sets 2030 as the target year for the goals, hence the "2030 Agenda" name attached to it.

The SDGs are the successor to the Millennium Development Goals (MDGs), which had 8 goals (spanning poverty and hunger, universal primary education, gender equality, child mortality, maternal health, HIV/AIDS and other diseases, environmental sustainability, and a global partnership for development), adopted by acclamation at the 2000 UN Millennium Summit and targeted for 2015. The UN's own framing of the relationship is specific and worth holding onto for a "compare and contrast" style question: the 2030 Agenda builds on the MDGs and seeks to complete what they did not achieve, particularly for the most vulnerable, but the SDGs go well beyond the MDGs in scope. Two structural differences matter most for prelims: the SDGs are explicitly universal, applying to every country including developed ones, whereas the MDGs were framed mainly as targets for developing countries; and the SDGs integrate economic, social and environmental dimensions into one interlinked framework rather than a narrower set of development targets. The jump in scale is itself testable: 8 MDGs became 17 SDGs, and the roughly four dozen MDG indicators grew into a far larger indicator framework tracking 169 targets.

In India, NITI Aayog is the designated nodal institution for coordinating and monitoring SDG implementation nationally, working in close collaboration with the Ministry of Statistics and Programme Implementation (MoSPI), which develops India's SDG National Indicator Framework. NITI Aayog's own flagship monitoring tool is the SDG India Index and Dashboard, which ranks states and union territories on their composite SDG performance and is now a recurring, updated exercise. NITI Aayog frames its own role as combining this monitoring function with promoting "competitive and cooperative federalism" among states, since states and UTs additionally build their own State Indicator Frameworks (SIFs) to localise SDG tracking below the national level. A question naming a body responsible for SDGs in India is testing whether you know it is NITI Aayog doing the coordinating and monitoring, with MoSPI supplying the statistical indicator architecture underneath it, rather than the Ministry of Environment, Forest and Climate Change, which is not the nodal SDG body despite the obvious-sounding name match.

India also reports its SDG progress internationally through the Voluntary National Review (VNR) process at the UN's High-Level Political Forum on Sustainable Development (HLPF). NITI Aayog presented India's first VNR on 19 July 2017 and its second VNR in July 2020, the latter titled "Decade of Action: Taking SDGs from Global to Local." A question testing the VNR angle is really testing whether you know it is NITI Aayog, not the Ministry of External Affairs or MoEFCC, that compiles and presents this review, consistent with its role as the nodal coordinating institution.

Sustainable infrastructure and green technology

Sustainable development is not only a goals framework; it also shows up in the syllabus as concrete green infrastructure standards, tested at the level of "which body rates what" and "which technique is used where."

Green building rating in India runs on two parallel systems. GRIHA (Green Rating for Integrated Habitat Assessment) was developed by The Energy and Resources Institute (TERI) and was adopted as India's National Rating System for Green Buildings by the Ministry of New and Renewable Energy (MNRE) in 2007; it is now administered by an independent, not-for-profit GRIHA Council jointly set up by TERI and MNRE, and evaluates a building's performance across its full life cycle using a points-based system rated out of stars. IGBC (Indian Green Building Council) is the other major system, established in 2001 as part of the Confederation of Indian Industry (CII), operating out of the CII-Sohrabji Godrej Green Business Centre; it rates a wide range of building categories, from homes to airports, and is also a founding member of the World Green Building Council. The exam-relevant distinction is institutional: GRIHA is the government-adopted national system running through MNRE, while IGBC is an industry body under CII. Both are Indian systems, distinct from the internationally used LEED rating.

Green technology in rural road construction is promoted under the Pradhan Mantri Gram Sadak Yojana (PMGSY), run by the Ministry of Rural Development. The Ministry's guidelines direct states to use new and green technologies for a minimum of 15% of the total length of their annual road proposals, reusing local and waste materials instead of conventional construction alone. The technologies named in the Ministry's own guidance include cement stabilisation, lime stabilisation, cold mix technology, waste plastic utilisation, cell-filled concrete, panelled cement concrete pavement, and fly ash-based construction, several of which carry their own Indian Roads Congress (IRC) specifications. The underlying logic connects two policy goals at once: it lowers road construction cost and environmental footprint in resource-scarce rural areas, while also giving industrial and municipal waste streams, such as fly ash from thermal power plants and waste plastic, a productive disposal route instead of landfilling. This is the direct link between "sustainable development" as a stated national policy goal and a concrete line item inside a real infrastructure scheme, which is exactly the kind of connection prelims likes to test with an assertion-reason or a "which of the following is/are green technologies used under PMGSY" statement question.

Road-sector greening is not confined to rural roads. The Ministry of Road Transport and Highways separately runs the Green Highways (Plantation, Transplantation, Beautification and Maintenance) Policy, 2015, launched on 29 September 2015, which mandates setting aside 1% of the total project cost of every national highway project for plantation and its maintenance along the corridor. Its stated objectives include cutting air and dust pollution from traffic, arresting soil erosion on embankment slopes, reducing glare from oncoming headlights, and generating rural employment through the planting and maintenance work. A question that asks which technology or policy belongs to which scheme is testing exactly this: PMGSY's green technology guidelines govern how rural road pavements themselves are built and with what materials, while the separate Green Highways Policy governs plantation and greening along national highway corridors, one ministry (Rural Development) covering the road surface, another (Road Transport and Highways) covering what grows beside it.

Exam angle

This chapter is tested at three distinct levels of specificity, and a good answer needs to move fluently between them. At the conceptual level, the trap is misquoting or vaguely paraphrasing the Brundtland definition; know it word for word, and know it comes from "Our Common Future" (1987), not from Rio (1992), which came five years later and popularised rather than originated the term. At the institutional level, the trap is mixing up which body does what: NITI Aayog coordinates and monitors India's SDG progress, MoSPI builds the statistical indicator framework underneath that monitoring, GRIHA is the MNRE-adopted national green building standard, and IGBC is the CII industry body running a parallel rating system, four different organisations that a single statement question can easily scramble. At the numbers level, the trap is transposing MDG and SDG figures: 8 goals and 2015 belong to the MDGs (set in 2000), while 17 goals, 169 targets and 2030 belong to the SDGs (set in 2015); and PMGSY's green technology mandate is a specific 15% of new road length, not a vaguer "significant share." Anchor each fact to its source document, its year, and the specific body responsible, and the statement-matching questions this topic tends to produce become straightforward elimination rather than guesswork.
