Planning and Sustainable Development in the Indian Context
Why irrigating the Thar Desert waterlogged it instead, and how NITI Aayog's cooperative-federalism model differs from the Planning Commission's top-down five-year plans it replaced.
From the Planning Commission to NITI Aayog
India adopted centralised Five Year Plans as its main development-planning instrument starting in 1951, a model borrowed from the Soviet planning tradition and administered by the Planning Commission, a body set up in 1950 that set national targets and allocated resources to states largely top-down, on broadly the same terms for every state regardless of its own specific starting conditions. This model ran through twelve successive plans until 2017. On 1 January 2015, the Union Government formally replaced the Planning Commission with NITI Aayog (National Institution for Transforming India), a change announced by the Prime Minister the preceding Independence Day. The shift is worth stating precisely rather than as a simple rename, since the two bodies work on genuinely different logic: NITI Aayog functions as a policy think tank offering strategic and technical advice rather than allocating plan funds directly, and it is built explicitly around cooperative federalism, involving states as active partners in setting their own development priorities rather than receiving a uniform, centrally-set target, the specific contrast between the two models' respective planning philosophies that this chapter tests directly.
Sustainable development: balancing growth against ecological limits
Sustainable development is generally understood, following the definition popularised by the Brundtland Commission, as development that meets the needs of the present generation without compromising the ability of future generations to meet their own needs, and Indian planning has increasingly had to weigh this principle against the pressure to grow output and infrastructure quickly. The tension is not abstract: several of India's own large-scale development projects have delivered real economic gains alongside real, sometimes severe, ecological costs, which is exactly why this chapter is built around a specific case study rather than the principle in the abstract.
Case study: the Indira Gandhi Canal and the Thar Desert
The Indira Gandhi Canal, India's longest irrigation canal, carries water from the Harike Barrage in Punjab across the international border of dry western Rajasthan, built specifically to convert the arid, sparsely cultivable Thar Desert into productive farmland through large-scale irrigation. The canal succeeded at that immediate goal, visibly greening large tracts of what had been desert and supporting new agricultural settlement across the command area. But the same irrigation created a serious, unintended ecological problem: much of western Rajasthan's subsoil carries an impermeable hard layer of gypsum or calcite that blocks water from draining downward, so heavy, continuous canal irrigation raised the water table until it sat close to the surface across large areas, a condition called waterlogging. Once the water table rises that close to the surface, capillary action then draws groundwater, and the salts dissolved within it, back up toward the topsoil, a process called salinisation, which degrades the very land the canal was meant to make productive, in the more severe cases rendering it unfit for cultivation altogether. The case is the standing example this chapter uses precisely because it shows sustainable development's core tension in miniature: a project can deliver its intended development outcome in full and still undermine its own long-term sustainability through an ecological side effect the original design did not anticipate, and the recommended fixes, integrated drainage systems, bio-drainage through targeted afforestation to lower the water table naturally, and more efficient irrigation technique to reduce the volume of water applied in the first place, are explicitly about correcting that specific mechanism rather than abandoning irrigation altogether.
