India's Digital Public Infrastructure
India Stack is not one system, it is four separate layers stacked on top of each other, and the layer most people never hear about, Consent, is the one that lets the other three work without becoming a surveillance tool.

This note covers the DPI concept and architecture. UPI's own payment mechanics and the e-Rupee (India's Central Bank Digital Currency) are covered in RBI's e-Rupee and India's Digital Payments Push, since they are Economy-side monetary policy topics rather than general technology architecture.
What "Digital Public Infrastructure" actually means
Digital Public Infrastructure (DPI) refers to foundational digital systems, built and typically governed as public goods, that are accessible, secure, and interoperable, and that other applications and services are then built on top of. The key word is foundational: DPI is not a single app a citizen uses directly, it is the underlying plumbing that many different apps, run by both government and private players, connect to.
India Stack: four layers, not one system
India Stack is the umbrella name for India's set of DPI components, and it is built as four distinct layers, each solving a separate problem:
- Presenceless: identity verification that does not require the person to be physically present, built on Aadhaar, the world's largest biometric identity system. Aadhaar's role is to let a person prove who they are, digitally and remotely, without needing a physical document or a physical visit.
- Paperless: digital document exchange, most visibly through DigiLocker, which replaces physical documents with a verified digital wallet, letting a certificate or licence be shared and checked without a physical copy ever changing hands.
- Cashless: digital payments infrastructure, most visibly the Unified Payments Interface (UPI), which is covered in its own note since its mechanics and current global expansion are substantial enough to warrant separate, dedicated treatment.
- Consent: a data-sharing framework that lets an individual explicitly authorise, and later revoke, another party's access to their own data held elsewhere, rather than that data being shared by default.
The Consent layer is the one most often left out of a casual summary of India Stack, and it is arguably the most important layer conceptually. Presenceless, Paperless and Cashless all involve moving or verifying personal data at scale; the Consent layer is the safeguard that keeps that scale from becoming a default surveillance capability, by requiring the individual's explicit permission for each specific data flow rather than assuming blanket access.
The foundation beneath the stack
Aadhaar did not arrive alone. It combined with two other, non-technical pieces to create the base layer India Stack sits on: near-universal mobile phone penetration, and Jan Dhan bank accounts extending formal banking access to a very large share of the population. This combination is often referred to as the JAM trinity (Jan Dhan, Aadhaar, Mobile), and it is worth remembering as three separate ingredients rather than one, because a question can isolate any one of the three.
Government cloud: the infrastructure DPI runs on
MeghRaj, the GI Cloud initiative, is the government's own cloud computing platform, intended to provide ICT services via the cloud to government departments at both the Centre and the states. Over 300 government departments now use it. It is worth connecting to the DPI story precisely because DPI is a software and policy architecture, but it still has to be hosted on physical infrastructure somewhere, and MeghRaj is where much of India's own government-run DPI actually sits.
