Jaishankar tells parliamentary panel Russia will take around 70,000 Indian skilled workers this year
External Affairs Minister S. Jaishankar on 3 October 2026 chaired a parliamentary consultative committee meeting on India-Russia relations, telling members that Russia has agreed to take around 70,000 Indian skilled workers this year, mainly in construction and logistics. He said India and Russia share an ambition to expand bilateral trade in a balanced manner, including through greater Indian exports in seven areas: automobiles, pharmaceuticals, food, marine products, engineering goods, chemicals and textiles. Jaishankar also updated the panel on India's diplomatic efforts toward ending the Russia-Ukraine conflict, including his recent visit to Ukraine and his meetings with the Ukrainian and Russian foreign ministers on the margins of the UN General Assembly, and said around 140 Indian nationals have so far been discharged from service in the Russian army, with 55 still unaccounted for.
IAF chief says Tejas Mk1A delivery delays by HAL are hurting the Air Force
Chief of the Air Staff Air Chief Marshal A.P. Singh said on 3 October 2026, addressing a press conference ahead of Air Force Day, that inordinate delays in inducting the Tejas light combat aircraft are hurting the Indian Air Force given the depleting strength of its fighter squadrons at a time when air power is becoming increasingly crucial. He said the force needs to induct at least 36 to 40 fighter jets every year for the next few years, and that Hindustan Aeronautics Limited's delays in supplying the Tejas Mk1A jets, contracted in a Rs 62,370 crore deal signed in September 2025 for 97 aircraft, is going to hurt the force. Singh said he hopes the situation will improve with the induction of the Tejas Mk1A, the Tejas Mk2, aircraft under the Advanced Medium Combat Aircraft programme, and Rafale jets to be procured under the multi role fighter aircraft (MRFA) programme, which he hopes to finalise within the current financial year.
US Pacific Command chief Admiral Paparo visits India to advance major defence partnership
Commander of the United States Pacific Command Admiral Samuel J. Paparo arrived in India on 3 October 2026 for a visit lasting until 8 October to advance the US-India major defence partnership and deepen military to military cooperation. According to the US Embassy in India, Admiral Paparo is scheduled to engage his Indian counterparts on shared security priorities including digital transformation and emerging technologies, regional strategic stability, defence, energy resilience, and the challenges of an increasingly competitive technology landscape. The visit comes amid expanding defence and security cooperation between the two countries, with both sides seeking to strengthen interoperability across domains including maritime security and emerging technologies.
FSSAI finds Nestle India's low fat dairy whitener unsafe and substandard at a Delhi hotel
The Food Safety and Standards Authority of India (FSSAI) said on 3 October 2026 that a sample of Nestle India's low fat dairy whitener, drawn from the premises of Bharat Hotels Ltd's The Lalit in Connaught Place, New Delhi, has been found unsafe and substandard. The food analyst's laboratory report declared the product non compliant under the Food Safety and Standards Act, 2006, and a copy of the report was given to the food business operator along with a notice to Bharat Hotels over the non compliant product. The food business operator has been given an opportunity to appeal the report under the Act and has been directed to immediately stop selling the identified unsafe product.
SEBI's closing auction session review draws over 20,000 responses as traders resist a VWAP shift
The Securities and Exchange Board of India (SEBI) received over 20,000 comments on its consultation paper on the closing auction session (CAS), market timings and derivatives settlement methodology, a report said on 4 October 2026, with the consultation now closed. SEBI's paper had proposed two alternatives for determining expiry day settlement prices: a blended volume weighted average price (VWAP) incorporating trades from both the final 30 minutes of continuous trading and the 10 minute CAS, or continuing the existing continuous-trading-only VWAP for at least a year before any shift to the blended method. Feedback from traders and brokers, including the Futures Industry Association, favoured retaining the existing continuous trading VWAP, arguing it is familiar and transparent and would let the CAS mechanism, introduced for stocks with derivatives contracts from 3 August 2026, develop its own liquidity before being folded into settlement.
NITI Aayog's Rajiv Gauba calls for light touch, risk based regulation at the Kautilya Economic Conclave
Addressing a plenary session on regulatory oversight at the 5th Kautilya Economic Conclave on 3 October 2026, NITI Aayog Member Rajiv Gauba said India needs a decisive shift toward light touch regulation to sustain the growth required for Viksit Bharat by 2047. He said the state should be firm where risks are high and light touch where risks are low, while remaining predictable in both cases, and called for regulators to coordinate more closely to avoid overlapping mandates and regulatory gaps as businesses increasingly operate across traditional sectoral boundaries. Gauba linked the approach to Prime Minister Narendra Modi's trust based governance philosophy, Jan Vishwas, and said regulatory independence must be matched with accountability through transparent decision making and effective review mechanisms.
Education Ministry approves five Centres of Excellence for classical Assamese, Bengali, Marathi, Pali and Prakrit
The Department of Higher Education under the Ministry of Education has approved the establishment of five Centres of Excellence for studies in Classical Assamese, Classical Bengali, Classical Marathi, Classical Pali and Classical Prakrit, it said on 4 October 2026. The Centres will be set up at Tezpur University in Assam, Visva-Bharati University in West Bengal, Deccan College Post-Graduate and Research Institute in Pune, Central University of Odisha, and Central University of Gujarat respectively. The initiative is meant to provide dedicated institutional support for advanced academic research, preservation and digitisation of linguistic and literary heritage, and wider dissemination of knowledge relating to these classical languages.
