History offers no shortage of leaders who rose promising discipline and order, only to entrench themselves once handed emergency powers meant to be temporary. The very qualities that make a leader appear decisive in a crisis, a willingness to bypass ordinary deliberation and act unilaterally, are often the same qualities that make relinquishing power afterward unappealing to that same leader.
