The interests of landless labourers and marginal farmers have historically been neglected in the planning of our villages. Our villages are increasingly losing their traditional livelihoods and becoming unviable places for large numbers of residents, and yet we continue to plan via the old ways, the static Village Development Plan, that draws exclusively from technical expertise, distanced from people's lived experiences and needs, and actively excluding large numbers of people, places, activities and practices that are an integral part of village life.
