Over the last decade, workers have been leaving subsistence farming, but mostly into low-value gig-delivery and warehousing roles rather than markedly better jobs. Formal services, where labour tends to be far more productive, are not absorbing anywhere close to the numbers the country needs. The fastest-growing employer among these new roles, logistics-tech, can at best close only a fraction of the jobs gap. Only sectors that drive domestic demand, such as healthcare and skill-training, can comfortably fill the rest.
