Read the following passage and answer the item that follows. Your answer to this item should be based on the passage only.

Surveys in several States have found that a substantial share of children in primary school have an uncorrected difficulty with sight or hearing. Most of these are correctable at small cost, but they are rarely detected, because a child who cannot see the blackboard or follow the teacher is usually read as inattentive rather than as impaired. The gap compounds: a child who misses the foundational years does not catch up later, and the shortfall shows up again as a young adult who cannot be trained for skilled work. The cohorts now in primary school are the workforce of the 2040s, and the share of them that arrives unable to be trained is being decided today.
