Read the following passage and answer the item that follows. Your answer to this item should be based on the passage only.

The objection to a checklist in skilled work is that it insults the practitioner, and the objection misses what a checklist is for. It does not tell a surgeon how to operate or a pilot how to fly. It catches the small, dull, entirely known step that competence alone will not protect against on the twentieth hour of a shift, when the thing omitted is omitted precisely because it was too obvious to think about. Expertise fails at the routine end, not the difficult end, and it fails under fatigue and interruption rather than under complexity.
