This note covers land degradation's other, more general causes, alongside the chapter's other two named issues, urban environmental pollution and rural-to-urban migration.

Land degradation: causes beyond irrigation

Land degradation describes the loss of a land's biological or economic productivity, and in India it stems overwhelmingly from human pressure on vegetation cover rather than from irrigation mismanagement alone. Deforestation for fuelwood, fodder and timber, shifting cultivation practised beyond the fallow period the land can sustainably support, overgrazing by livestock beyond a pasture's carrying capacity, and repeated forest fires all strip the vegetation cover that would otherwise bind topsoil in place, and once that cover is gone, soil erosion by wind and water accelerates sharply, stripping the fertile topsoil and leaving the land progressively less productive. A failure to adopt basic soil conservation measures, contour ploughing, terracing, maintaining vegetative cover on slopes, compounds each of these individual pressures rather than offsetting them. The standard remedial measures NCERT sets out follow directly from the causes: afforestation and controlled grazing to restore vegetation cover, proper crop rotation and adequate use (rather than overuse) of fertilisers and other chemical inputs to protect soil fertility, and enforcing scientific mining and quarrying practice with proper reclamation of the mined land afterward, since mining without reclamation is itself a significant, geographically concentrated cause of degradation in India's own mineral-belt states.

Environmental pollution: air and water

Urban air pollution in India is driven chiefly by vehicular emissions, industrial discharge and, seasonally in northern India, crop-residue burning, concentrating most severely in large, traffic-dense metropolitan areas, Delhi being the standard named example of a city where all three sources compound each other and where the problem is severe enough to prompt periodic emergency measures. Water pollution is driven by untreated or inadequately treated domestic sewage, industrial effluent discharged directly into rivers, and agricultural runoff carrying fertiliser and pesticide residue; the Ganga, given both its enormous population dependent on it and the sheer number of industrial and urban centres along its course, is the standard named example of a major river carrying a heavy pollution load despite large, long-running clean-up programmes aimed specifically at it. Both forms of pollution share a common structural driver worth holding onto: rapid urbanisation and industrial growth have consistently outpaced the corresponding growth in treatment and regulatory infrastructure, so the pollution problem is as much a story of infrastructure lagging behind growth as of the growth itself.

Rural-to-urban migration and the growth of slums

Migration from rural to urban India is driven by a standard push-pull structure: push factors operating in the countryside, insufficient agricultural land, low and uncertain farm income, underemployment, and limited access to education and healthcare, combine with pull factors drawing people toward cities, the prospect of better-paid employment, and access to superior education, healthcare and civic infrastructure. Because this migration flow has consistently outpaced the corresponding growth in affordable formal urban housing, a large share of migrants end up settling in informal, unplanned slum settlements on the margins of Indian cities, typically lacking secure land tenure and adequate access to clean water, sanitation and other basic civic services, in effect the housing-market's own version of the pollution problem: urban growth outrunning the infrastructure meant to support it. This pattern of migration, in turn, feeds back into wider urban strain, worsening the very congestion, waste-management and pollution pressures already covered above, which is why NCERT treats all three issues, land degradation, pollution and migration-driven slum growth, as interconnected symptoms of the same underlying tension between rapid growth and the pace of sustainable planning, rather than as three unrelated problems.
